In 1934, two steel observation towers were erected in the refuge. A new 100-foot steel tower was erected at the Headquarters site, replacing a 40-foot tower. The 40-foot tower was dismantled, moved and rebuilt at the North End station (Perry Entrance). Both towers were also painted. Articles say that they are valuable for observation and patrol work.
In the 1980s, the water level of the Great Salt Lake raised to the point of inundating the Headquarters area, resulting in the loss of all the Headquarters structures, including the lookout tower.
