Former Lookouts
Located on a high shoulder of the first major mountain SE of Monroe, this site is not very high in elevation but has a commanding view on the edge of the Puget Sound Region.
An old footsore book directed the public to hike here. The book called this area Haystack Mountain, and suggested it was called Cougar Mountain before that. Maps today show a Haystack Mountain nearby, a low knob to the Northeast, so this creates some confusion. The north side of the mountain has a horse trail system open to the public. The land on the north side of the mountain is part of the Forest Legacy Program. Federal grant funds paid for a conservation easement that removed development rights from the forestland. Part of that agreement states the public must be allowed non-motorized access. The program is administered by the Forest Service, and carried out by the DNR.
Lookout History:
In 1957, a wooden 40-foot tower was built with an L-4 cab. This was staffed by the DNR.

Given there is no debris at the summit, it must have been removed.

The lookout site is at the end of this long shoulder of Ten-Four Mountain (Haystack Mountain) on top of the knob in the distance.
