Check local fishing regulations. Usually younger youth do not need licensees. Many locations have kid only ponds where they are allowed to fish for free.

Goal: Learn how to fish or just have fun trying.
A prior activity could be to make your own fishing poles but I did this and for some reason, the activity did not go that well.
Build Your Own Poles
First: Teach the fisherman knot using fishing line.
1) Have them pick a stick
2) Clean the stick with a chisel
3) Cut 15 feet of fishing line
4) Tie a fisherman knot near the handle.
5) Twist the line around the pole
6) Tie knot at end of the pole
7) Add a hook to end of the line with fisherman knot.
8) Add a weight to the line
9) Add some metal to the pole and write name on pole
10) Add some bait
11) Practice casting

Fishing line
Fishing hooks and weights
Wood chisel set
Sand paper
Sharpies to write names on poles
Pieces of metal to wrap around pole.
